As said, Meet the Legends mentions events of Crisis. Part 5 was likely all/mostly written but they didn't have a chance to actually film it until later when schedules lined up and they finalized all the appearances.

What they want, and in part how they've advertised it, is to consider Crisis as a sort of mini series unto itself. It would not surprise me in the least if the five episodes are bundled together as a single DVD/Blu Ray release for example. 

On the other hand, they also want the rating boost the lower rated shows (Supergirl and Black Panther we're looking at you) gain from riding the coat-tails of The Flash and BatWoman. So they air each individual episode within its regular series instead of as a mini-series, separate from the original programs. 

They can't release it separate, because even though the intros had a Crisis intro instead of each show's individual intro, they still had the individual main cast credits for each show... they talked about that with the Earth-X crossover, and with this one they even talked about how some characters didn't appear more due to having to pay the actors differently for a crossover than a normal episode. Though WB likes to include all the crossover episodes on the sets for all shows involved, not just the episode for the show the release corresponds to, so I could see them having a specific Crisis disc instead of having them mixed with the normal episodes since there's so many shows involved this time.

There's this of course :) But it also affects the course of events in all shows (besides Legends so far), with introduction of Earth Prime, assembling their own "Justice League" etc. Also worth mentioning, that events of the Crisis didn't started with it's first episode, there was a build-up in all affected shows basically from the beginning of their respective seasons.

So it can't be seen simply as a separate stand-alone story which could be skipped seamlessly, it's a part of seasonal arcs (or conclusion of it, like in Arrow). Imagine skipping it while watching Arrow, and wondering later, what the hell happened to Oliver :D

You could also argue it's been building up on The Flash from the start. Even though I think it should be the first episode, it could technically be a special and still be required to watch to follow the storyline, as with Doctor Who and other British shows... but those don't air the week after or before another episode, they're spaced out of the typical season enough to be "special" which isn't the case for this.
