A new killer, the Toy Maker, strikes at Lee's Narrows meeting. While Jim tries to determine the killer's next target and who hired him, Selina meets two old friends. Meanwhile, Alfred makes a new friend while wandering the Narrows.

Jim goes to a brothel and the madame assures him that they're known for their discretion. He shows her a photo and asks if Bullock was there, and the madame confirms that he was.
