You haven`t been paying attention to this series obviously. There are other nurses in med. bay but Chapel is a main nurse to head doctor M`Benga. As it was with other seriers with Enterprise like TNG. we had Dr. Crusher with main nurse (forgot her name) along with other nurses in med. bay on the starship. There are more than two people in every med. bay on the starship.
Apparently, Enterprise has only one doctor and one nurse to take care of the entire crew, and any other medical emergency they encounter on their missions. They should ask for overtime!
