When Troy was put back to sleep again they gave him that amnesia drug to drink and he took a pill so they could have been telling him that it passed any number of years every time they woke him up, but i think they woke him up twice in a shorter time since all this happened with Silo 17 and Silo 18. It passed hundreds of years since it all began but in this episode they covered a couple of years at most or not even that. Not much time passed between the killing of Silo 17 and suicide of Victor after failure at Silo 18.
I see what you're saying about the potential to tell him whatever they want with regards with time passage. As for the time between the fall of 17 and our present, Jimmy/Solo was a kid during the fall and now he's a grey-bearded man so a bit more than a couple of years.
