List a character without an actor when they aren't credited

Working on the early Marvel animations there are a ton of uncredited guest stars near enough in every show pre-X-Men. Animation as a whole seems to be doing this as Krypto the Super-dog would just credit "Stars" (even if they appeared in 9/52 episodes of a season) and then 'Featured Voices' (A list of the guests that appear over the entire season, but also not featuring some recurring actors at all).

Obviously over time various sources have been able to define who played certain guest roles, however a lot of characters still don't have an actor assigned. I'm suggesting we are able to create a new role type for guest stars which doesn't require the actor field to be filled in, so that the character is still assigned to the episode and if the information is then available one day for that role a user can simply change the field and fill in the actors name.

I'd second this. I imagine this was pretty common in animation in general, not just the Marvel stuff. (shoot it wouldn't surprise me if it was still a problem with modern animation.)

This would allow people to add basically anything, including non-speaking or completely made-up characters, which would be impossible to verify, unless you watch a specific series/episode. Also, there's a risk of creating duplicate entries for the same character under a different name. If the character's name does not appear in the credits and there's no connection to the actor, how would you differentiate "John" from "Captain John" or "John Smith"?

But surely anyone can add basically anything anyway unless staff are verifying absolutely everything that's been added? I think the risk of creating duplicate characters is also the same as if someone is credited in the show if they weren't credited in the show as well.

When there's already a "Paul Smith as John" added to the episode there's a very low chance that someone intentionally will add "Paul Smith as Captain John" to the same episode, instead of just renaming the character. In this case, the actor is the only thing that links those two characters. Remove the actor, and you can't say if they are the same or not.

Why not add those "Featured Voices" as voicing TBD characters? Rephrasing your explanation, "so that the actor is still assigned to the episode and if the information is then available one day for that role a user can simply change the field and fill in the character's name".
At least this way the show will appear in the actor's profile.

IMO from the data point of view, the actor without a character is preferrable to a character without an actor.

I don't think you've understood my explanation very well.

For X-Men the first season and the last two seasons credit the 9 Main characters featured in the opening credits as 'Principal Cast', for season two and three for whatever reason Alison Sealy-Smith is not credited at all, so Storm becomes uncredited. The only time any guest cast are credited is during season one, the guest stars for the whole season are credited for each episode, so here I've added them with a 'Credit Only' credit, voicing 'Various' as they only appear as guests in certain episodes (In these instances they are credited for the characters they portray), no other guest stars are credited during the other four seasons at all.

Krypto the Superdog credited 18 actors as appearing in every single episode of season one and 19 actors as appearing in every single episode of season two, even though this isn't the case. Lee Tockar becomes a main cast member for season two even though he only appears in 5 episodes out of 26, yet he's still credited as appearing in all 26 episodes. The only character that appears in every single episode is Krypto. For both seasons here the 'guest cast' are credited for the whole of the seasons, even if they only appear in one or two episodes. Numerous guest cast actors are not credited even if they appear across numerous episodes. Currently we can list the actors when we know that they definitely did appear as these characters as a 'uncredited' cast member.

Across all these shows and more that I've worked on, are numerous voiced characters with no actors assigned and they are appearing in numerous episodes of the same show. If we could add the character then if one day the actor is recognised, then we could add that credit to the persons page. I'm not saying I know the actors, I'm saying the actors are unknown but the characters are definitely appearing.

The show Bluey consists of basically 95% kid characters which are all voiced by the uncreditted children of the show's crew, including the title character that the show revolves around, only the few adult characters appear in the credits. As this site is more character based than actor based, being able to list a character even if the actor is unknown at the time would be helpful for the future.
