It's not a tv movie. It's a 60 minute episode. It's not a special. Just a season premiere. It's not at all uncommon for Disney Channel to have 60 minute episodes of their shows.

Not the same Jessica Workman. There are multiple persons with that name, at least three of which are on IMDb.
