I wonder, @TomSouthwell, since when the Deadline article, which clearly gives a title is not enough to add a show? By this logic, about 90% of all 'in dev' requests should be rejected.

Because it's not a title, Deadline is presuming a title. This is the Variety article they cite. Note that nowhere in the article is The Penguin given as the title of the show.

How's this any different from https://www.tvmaze.com/shows/49878/gotham-city-pd? Besides the fact that it already has a major star attached to the main role.

In any case, 'Penguin' is already listed in the production weekly.

Checking into this, it seems to be the same issue, a news story without a title. It should probably be deleted as well.

Also should the show's official site link be removed? It doesn't take us to the show anymore rather to https://www.cbs.com/shows/

Those images are screenshots from 10 year old episodes, so they are "fine" and shouldn't be deleted, but If you have higher quality images you can upload those of course.
