Could you explain to me please, what is the difference between announcing the start and end time of the slot versus the start time and length of the slot?
Technically there's absolutely no difference. In both cases, the network explicitly announces the length of the time slot, only by different means. X and Y or X and (Y-X).

For exsmple, if you look at an episode, the time slot is 9pm to 10pm, but as the episode runs 67 minutes, the next episode which is in the timeslot from 10pm to 11pm  has a note that it starts at 10:10pm , so we use the slot from 9pm to 10:10 pm as the episode length.

That's intentional overcomplication. If you hover over the episode it will tell you its length. A scheduled runtime of the episode, using the terminology from your own policy. And what you're describing is a backup solution, for the cases when scheduled runtime is not announced. At least that's what your policy says. But I suppose it's ok to ignore that.

A policy is made by the whole staff and then written by david, it is a democratic process, let's just say I was in the minority with my opinion. :)
